
Nearly four years after declaring a housing emergency and two years after adopting a 10-year plan to address it, the City of Flagstaff and other local organizations are continuing work meant to address the housing needs of a variety of residents.The housing continuum is a strategy that covers a range of housing types, from congregate shelters like Flagstaff Shelter Services’ primary location to houses for long-term homeowners. It’s usually depicted as a set of steps leading from one type of housing to another.
