Bill that could end Village Planning Committees appears dead





A Phoenix lawmaker’s attempt to shrink the municipal review process for zoning and some other land-use cases appears to be dead in the water, sparing village planning committees from possible extinction.HB 2734, which passed the State House on a 41-18 vote in February with bipartisan support, would limit formal reviews and votes on land use requests within any municipality to two proceedings.The City of Phoenix is one of the few municipalities in the state that has a three-tiered process for requests on matters like zoning changes and General Plan amendments. 

Normally, a request goes before the village planning committee with jurisdiction over the parcel’s location for a recommendation to the city Planning Commission, which in turn considers the request before sending its recommendation to the city council for a final vote.The Neighborhood Coalition of Greater Phoenix believes the odd-man out in HB 2734 would be VPCs. The coalition, the Phoenix Historical Commission, the City of Phoenix and the Arizona League of Cities and Towns all opposed the measure.Whether that opposition has …
