Two new Valley freeway interchanges will provide key access to the Taiwan Semiconductor Manufacturing Co. plant that’s under construction in Phoenix.The newly opened interchanges are located along the Loop 303 at 43rd Avenue and 51st Avenue. Both will allow direct access to TSMC’s 1,100-acre campus that’s located just north of the Loop 303 and south of Dove Valley Road.Construction of the two interchanges is just one of several infrastructure projects intended to support TSMC’s chip-manufacturing plant. TSMC confirmed it would invest $40 billion in the project last year; meanwhile, hundreds of workers have been moving close to the plant.The improvements comprised new bridges over 51st and 43rd avenues, extending the southbound Loop 303 frontage road, drainage upgrades, new signals, signs and lights. Previously, one of the only ways to access TSMC’s site was through Interstate 17 and Dove Valley Road. Construction started on the two interchanges about a year ago.Christine Mackay, the city of Phoenix’s economic development director, recently said that she expects the north Phoenix corridor to see 80,000 jobs as the area is built out by TSMC, suppliers and other developers.Interchanges funded through half-cent transportation taxThe interchanges were funded through Maricopa County’s half-cent transportation sales tax called Proposition 400, which is currently set to expire in 2025. Recently, Gov. Katie Hobbs signed a bill to place an extension of the transportation tax on the 2024 ballot after months of contentious debate over the funds.
