HOV lane access for Arizona AFV drivers may soon be restricted





PHOENIX Ariz. (KVOA) – The Federal Highway Administration has notified Arizona about an important change that could impact drivers of alternative fuel vehicles (AFVs). As of September 30, 2025, unless federal law changes, AFVs with only one occupant will lose access to HOV lanes during restricted times.To help vehicle owners prepare, the Arizona Department of Transportation has launched a website, azdot.gov/HOVRule. This site provides details on what to expect when a current federal provision allowing single-occupant AFVs in HOV lanes expires.HOV lanes, designed to ease traffic congestion, are available on freeways in the Phoenix metropolitan area. Currently, a federal code allows AFVs, including electric cars and those powered by natural gas, propane, hydrogen, and other alternative fuels, to use these lanes regardless of the number of occupants.The decision to let this provision lapse rests with Congress. Despite being a federal issue, ADOT is proactively informing the public due to its potential impact on Phoenix-area travelers, AFV owners, and related businesses. ADOT’s Motor Vehicle Division is also notifying auto dealers and current AFV owners about these upcoming changes.
