Phoenix is on the verge of requiring retailers to install locking wheels and even GPS devices on shopping carts so they don’t end up being abandoned in residential neighborhoods or on other commercial properties.The Economic Development and Housing Subcommittee last week tentatively approved for the full council’s adoption an ordinance specifying what retailers must do “to reduce the number of shopping carts outside retail premises.”In the fiscal year that ended last June 30, the city rounded up 7,851 carts from over 460 retail stores, according to a report. One Winco store lost track of 262 carts – the highest for any one store – while a Walmart ranked second with 131 missing carts.
