Hobbs signs water bill that aims to benefit both farmers and builders


Gov. Katie Hobbs has signed a measure that will speed the conversion of agricultural land into new housing in central Arizona, giving developers a way to build in groundwater-dependent areas while saving water by retiring farmland.The concept was discussed intensely over the past two years and became a priority of Hobbs’ water policy council. She vetoed the first proposal, introduced last year after the state Water Department concluded that, as written, the measure could have worsened groundwater loss in some areas. Amendments fixed the issue and added guardrails.
