Arizona Justices Absolve State of Desegregation Tax Obligations


Arizona isn’t required to reimburse counties for school desegregation compliance expenses that exceed the state constitution’s 1% limit on residential property taxes, the state high court ruled Monday.A 2018 change by the state legislature “reflected its intent to end state funding of desegregation expenses with primary taxes,” Justice Robert M. Brutinel wrote for the unanimous court. The legislature explicitly removed school districts’ authority to budget for desegregation expenses out of their primary tax levy, the court said.
